Bug 274437 and bug 274439 should improve view transitions perf, will retest once those land.

I've retried a build after the fix from bug 274437 and bug 274439, and the demos in https://jakearchibald.com/2024/view-transitions-handling-aspect-ratio-changes/ are much smoother.
